Pill the beans, and leave the rice in water. Fry the bean and the dill and add water as needed, later on add salt and the rice. When the water level decreased close the lid and leave it on low fire.
Separately, boil the chicken breast or the beef then fry it and put it on the rice.
Or you can put the dill and the beans in layers through frying the beans and the dill then put a layer of this mixture and a rice layer on it. Close the lid and leave it on low fire for 10 minutes.
